Opioid Use Disorder Screening and Treatment

Section 9-603 of the Maryland Correctional Services Article, established by House Bill 116 (2019), requires local correctional facilities and the Baltimore Pretrial Complex to implement programs for opioid use disorder screening, evaluation, and treatment, including medications for opioid use disorder (MOUD), by January 2023.

The law also requires the Governor's Office of Crime Prevention and Policy, the Maryland Department of Health, and the Maryland Correctional Administrators Association to evaluate the implementation and progress of these programs.

The Governor's Office of Crime Prevention and Policy must submit an annual report on the implementation and outcomes of the programs.

Technical Assistance Resources

The Governor's Office of Crime Prevention and Policy partnered with HealthCare Access Maryland and Health Management Associates to support implementation of the program and provide technical assistance to local correctional facilities.
