Sexual Assault Kit Tracking System

Track-Kit™ Reporting System

In 2023, the Maryland Board of Public Works approved the Track-Kit™ reporting system, developed by InVita Healthcare Technologies. The system allows jurisdictions across Maryland to track sexual assault evidence kits from collection through reporting. It improves transparency, accountability, and communication for survivors while helping Maryland comply with the federal SAKI grant requirements and § 11-926.1 of the Maryland Criminal Procedure Article.

Legislative Background

Section 11-926.1 of the Maryland Criminal Procedure Article, enacted through Chapters 704 and 705 of the Acts of 2023 (Senate Bill 615/House Bill 759), requires the Governor's Office of Crime Prevention and Policy to establish and administer a statewide reporting program for tracking sexual assault evidence collection kits.

The reporting program must:

  • Track the location, status, and chain of custody of sexual assault evidence collection kits throughout Maryland.
  • Receive updates from law enforcement agencies and other authorized individuals or organizations that have custody or control of a kit.
  • Allow victims and their authorized representatives to track the location, status, and chain of custody of the victim's sexual assault evidence collection kit.

Statewide Implementation

To support this effort, the Governor's Office of Crime Prevention and Policy provides training for law enforcement and public health professionals across Maryland. The Office also administers funding through the U.S. Department of Justice's National Sexual Assault Kit Initiative (SAKI) to address unsubmitted sexual assault evidence kits.

In 2018, the Office received a $2.6 million federal SAKI grant to inventory unsubmitted and partially tested kits over a four-year period and develop statewide protocols and a reporting system for tracking sexual assault evidence kits.

In 2021, the Office received an additional $2.5 million SAKI grant to continue this work and support law enforcement agencies in following up on Combined DNA Index System (CODIS) matches.
