Justice Reinvestment Oversight Board
Chapter 515 of the Acts of 2016 - PDF - 2.42 MB established the Justice Reinvestment Oversight Board within the Governor's Office of Crime Prevention, Youth, and Victim Services.
The Board monitors the implementation of the recommendations of the Justice Reinvestment Coordinating Council and the requirements of the Justice Reinvestment Act. It also evaluates the effectiveness of justice reinvestment efforts and recommends improvements to criminal justice policy.
The Board's responsibilities include:
- Reviewing recommendations from the Local Government Justice Reinvestment Commission and actions taken to implement the recommendations of the Justice Reinvestment Coordinating Council.
- Recommending additional legislative and budgetary changes that support data-driven and fiscally responsible criminal justice policies.
- Collecting and analyzing data on pretrial detention as required by § 9-3208 of the Maryland State Government Article.
- Working with partner agencies to develop performance measures that evaluate the outcomes of justice reinvestment laws and programs.
- Monitoring the administrative release program under § 7-301.1 of the Maryland Correctional Services Article and recommending changes to eligibility based on program outcomes and evidence-based practices.
- Developing performance measures to evaluate grants awarded through the Performance Incentive Grant Fund.
- Consulting and coordinating with the Local Government Justice Reinvestment Commission, state agencies, and local jurisdictions on justice reinvestment initiatives.
- Working with the Maryland Department of Public Safety and Correctional Services to determine the annual cost savings resulting from the implementation of the Justice Reinvestment Coordinating Council's recommendations.
