GOCPP: State Administering Agency
The Governor's Office of Crime Prevention and Policy is Maryland's designated State Administering Agency (SAA). In accordance with federal law, the Office is responsible for statewide criminal justice planning, policy development, and the administration of state and federal funding.
As Maryland's State Administering Agency, the Office:
- Distributes state and federal resources to support programs and initiatives across Maryland.
- Monitors and reports on the use of grant funding.
- Advises the Governor on criminal and juvenile justice, public safety, behavioral health, and child well-being.
- Coordinates with government agencies, community organizations, and other partners to develop and implement statewide strategies.
- Funds and supports initiatives that improve public safety, reduce crime and juvenile delinquency, strengthen communities, and serve victims of crime.

Grant funding is one of the tools the Governor's Office of Crime Prevention and Policy uses to support its public safety and criminal justice priorities across Maryland.
The Office follows a structured grant administration process to promote responsible use of public funds, efficient administration, and accessible support for applicants and grant recipients.

Grant Programs

Reminder for Grant Subrecipients
Upcoming reporting deadlines for the period ending December 31, 2026.
Programmatic Reports — Due January 19, 2027
Submit all required programmatic reports, including Performance Measures, Progress Reports and Performance Measurement Tool (PMT) Reports, for applicable federal awards.
Financial Reports — Due January 29, 2027
Before your financial report can be processed, your required Performance Measures and Progress Reports must have a status of Submitted in the Grants Management System (GMS).
