Maryland Criminal Intelligence Network Initiative
Background
The Maryland Criminal Intelligence Network (MCIN) is a statewide public safety initiative administered by the Governor's Office of Crime Prevention and Policy. MCIN coordinates efforts among local, state, and federal law enforcement agencies to address gangs, illegal firearms, drug trafficking, human trafficking, and other organized criminal activity.
MCIN focuses on criminal networks that operate across multiple jurisdictions. By sharing intelligence and coordinating investigations, participating agencies can identify, disrupt, and dismantle these networks more effectively.
MCIN also supports Maryland's public safety strategy by providing timely information that helps guide operational decisions and inform policy development.
Program Goals
MCIN strengthens coordination among public safety partners by integrating intelligence, resources, and enforcement efforts. The program supports a comprehensive approach that includes:

How Does This Relate to the Overdose Drug Awareness Coordinator (ODAC) Initiative?
The Maryland Criminal Intelligence Network (MCIN) provides funding to support Overdose Drug Awareness Coordinators (ODACs).
ODACs strengthen collaboration among law enforcement, public health agencies, healthcare providers, and community organizations to address drug misuse, drug trafficking, and overdose-related deaths.
Their responsibilities include:
- Supporting coordinated law enforcement and investigative efforts to address drug-related crime.
- Improving information sharing by entering drug-related case information into systems such as the High Intensity Drug Trafficking Area (HIDTA) Case Explorer.
- Connecting public safety and public health partners to improve coordination and response.
- Helping communities access prevention, treatment, and recovery resources.
- Supporting efforts to reduce drug trafficking, drug misuse, and overdose deaths through collaboration and data sharing.
