Reporting Requirements for Agencies
Legislative Reporting Requirements
The Maryland Statistical Analysis Center (MSAC), part of the Governor's Office of Crime Prevention and Policy's Research, Analysis, and Evaluation Division, works with law enforcement agencies, State's Attorney's offices, public safety agencies, public health organizations, victim advocates, and legislators to develop reporting guidance and support compliance with Maryland law.
Information about each legislatively required report, including reporting requirements, submission guidance, and templates, is available below.
Data Submission Requirements
To allow sufficient time for data validation, analysis, and reporting, agencies must submit data to MSAC by the deadlines listed for each reporting requirement.
When submitting data:
- Follow the required guidance and use the provided templates.
- Submit data in the required format. Agencies may be asked to resubmit information that does not meet the reporting requirements.
- Notify MSAC by the submission deadline if your agency has no data to report.
Agencies that do not submit the required data, or do not notify MSAC that they have no data to report, may be identified as noncompliant in notifications to the Maryland General Assembly. Noncompliance may also affect eligibility for certain grant funding opportunities.
Qualtrics Data Submission
Most legislatively required data is submitted through Qualtrics.

SWAT Team Activities and No-Knock Search Warrants
Sections 3-508(b) and 3-525(b) of the Maryland Public Safety Article require law enforcement agencies to report information on:
- SWAT team activities.
- No-knock search warrants.
To reduce duplicate reporting, agencies should submit both reports through the SWAT Team and No-Knock Search Warrants Qualtrics Survey.

Reporting Notes
- A single reporting process satisfies the requirements of both § 3-508(b) and § 3-525(b).
- The reporting deadline for both requirements is July 15 each year.
- Only no-knock search warrant data is required under § 3-525(b). Agencies should not report information on other types of search warrants, such as GPS, DNA, or electronic search warrants.
Seizure and Forfeiture
Section 12-602(a) of the Maryland Criminal Procedure Article requires each seizing authority, in consultation with the appropriate forfeiting authority, to report information on the seizure and forfeiture of property related to violations of Maryland's controlled dangerous substances laws.

Submit data through the Legislative Reporting Portal whenever possible.
Use the Seizure and Forfeiture Reporting Template only if you are unable to submit data through the Legislative Reporting Portal.
Deaths Involving a Law Enforcement Officer
Section 3-507(b) of the Maryland Public Safety Article requires law enforcement agencies to report information on:
- Officer-involved deaths.
- Line-of-duty deaths involving law enforcement officers employed by the agency.

Forensic Genetic Genealogical DNA Analysis and Search (FGGS)
Section 17-105 of the Maryland Criminal Procedure Article requires reporting on requests for Forensic Genetic Genealogical DNA Analysis and Search (FGGS) made during the previous calendar year.
State's Attorney's offices and law enforcement agencies must submit the required information to the Maryland Statistical Analysis Center (MSAC).

Reporting Note
Report only cases for which a judge signed an affidavit authorizing forensic genetic genealogical analysis of a DNA digital file.
Traffic Stop Data
Section 25-113 of the Maryland Transportation Article requires law enforcement agencies to report traffic stop data.
The Maryland State Police provides a combined data file that includes eTIX and Delta+ records for statewide reporting.

Use of Force Incidents
Section 3-528(b) of the Maryland Public Safety Article requires law enforcement agencies to report each use of force incident that resulted in a monetary settlement or judgment.

Reporting Note
Under § 3-514(b)(3) of the Maryland Public Safety Article, a law enforcement agency that does not submit the required use-of-force information to the Maryland Police Training and Standards Commission by July 1 for the previous calendar year is not eligible to receive grant funding from the Governor's Office of Crime Prevention and Policy.
Pretrial Detention
Section 9-3208(b) of the Maryland State Government Article requires each county and the Division of Pretrial Detention and Services to submit pretrial detention data to the Justice Reinvestment Oversight Board, which is housed within the Governor's Office of Crime Prevention and Policy.

DNA Evidence Collection
Section 2-514(a) of the Maryland Public Safety Article requires law enforcement agencies to report information on the collection and analysis of crime scene DNA evidence in their jurisdictions for the previous calendar year.

Section 2-510 of the Maryland Criminal Procedure Article requires law enforcement agencies that use, or contract for the use of, facial recognition technology to prepare and publish an annual report containing the information required by law.

Opioid Use Disorder Examinations and Treatment
Section 9-603(j) of the Maryland Correctional Services Article, established by House Bill 116 (2019), - PDF - 240.26 KB requires local correctional facilities to report information on the screening, evaluation, and treatment outcomes of incarcerated individuals with opioid use disorder.

Interrogation Rooms
Section 2-404 of the Maryland Criminal Procedure Article requires law enforcement agencies to report on their progress in establishing interrogation rooms that can create audiovisual recordings of custodial interrogations.

Section 9-614(b) of the Maryland Correctional Services Article requires all correctional units to report information on the use of restrictive housing.

In-Custody Witness Reporting
Section 10-924 of the Maryland Courts and Judicial Proceedings Article requires State's Attorneys to report information to the Governor's Office of Crime Prevention and Policy whenever testimony from an in-custody witness is used.
The report must include:
- The substance of the in-custody witness's testimony, even if the testimony is not presented in court.
- The purpose for which the State's Attorney used the testimony.
- Whether the in-custody witness received, or will receive, any benefit in exchange for the testimony, and a description of that benefit.
Reporting Requirements
- Submission deadline: Submit information each time testimony from an in-custody witness is used.
- Submission method: Follow the approved secure data-sharing protocol.
