About Us

State Administering Agency

The Governor's Office of Crime Prevention and Policy is Maryland's designated State Administering Agency (SAA). The Governor designated the Office to serve in this role in accordance with federal law.

As the State Administering Agency, the Office:

  • Leads statewide criminal justice planning and policy development.
  • Administers state and federal grant programs that support public safety and criminal justice initiatives.
  • Awards, monitors, and reports on the use of grant funding across Maryland.
  • Works to maximize state and federal funding to address the needs of state and local criminal justice systems.
  • Coordinates with state and local partners to identify public safety priorities, strengthen collaboration, develop policy, and support the implementation of statewide initiatives.

Mission

The Governor's Office of Crime Prevention and Policy advises the Governor on criminal justice and public safety strategies.

The Office works with government agencies, community organizations, and other partners to plan, coordinate, and fund initiatives that:

  • Advance public policy.
  • Improve public safety.
  • Reduce crime and juvenile delinquency.
  • Support victims of crime.

History

1995

Executive Order 01.01.1995.18 - PDF established the Governor's Office of Crime Control and Prevention by merging the Governor's Drug and Alcohol Abuse Commission with the Governor's Office of Justice Administration.

2005

Executive Order 01.01.2005.36 - PDF expanded the Office's responsibilities to develop collaborative, statewide strategies for improving the management of Maryland's criminal justice resources and reducing crime.

2007

Executive Order 01.01.2007.04 - PDF transferred the Maryland Statistical Analysis Center to the Governor's Office of Crime Control and Prevention to strengthen statewide crime data analysis and information sharing.

2020

Executive Order 01.01.2020.01 - PDF reorganized the Office by incorporating functions of the Governor's Office for Children and renamed the agency the Governor's Office of Crime Prevention, Youth, and Victim Services.

2024

Executive Order 01.01.2024.05 reorganized the agency as the Governor's Office of Crime Prevention and Policy and reestablished the Governor's Office for Children as a separate state agency.
