Grant Programs - Projected NOFA Release Month

The primary purpose of EDSG funding is to assist community organizations, nonprofit organizations, and local governments to fund security operations during times of high pedestrian traffic in entertainment districts from which a higher than average number of calls for police assistance in response to reported crimes are placed.

The Paul Coverdell National Forensic Sciences Improvement Act provides federal funding to improve the quality and timeliness of forensic and medical examiner services. Funds support backlog reduction, equipment purchases, training, accreditation, and other laboratory needs.

The funding available through this grant program comes from savings resulting from reforms under Maryland's Justice Reinvestment Act (JRA).

The Police Accountability, Community, and Transparency Grant helps Maryland law enforcement agencies strengthen accountability, transparency, and community trust. Funds support officer training, public safety initiatives, and community engagement.

The primary purpose of the Police Recruitment & Retention (PRAR) program is to provide funding to local and state law enforcement agencies to recruit and retain qualified sworn police officers.

Project Safe Neighborhoods Grants support partnerships that reduce violent crime, gang activity, and illegal firearm offenses in Maryland. Funding helps law enforcement and community partners implement strategies to create safer neighborhoods.

The Protecting Against Hate Crimes Grant Program helps nonprofit and faith-based organizations improve security against potential hate crimes. The program also promotes collaboration among law enforcement, victim service providers, and communities targeted by hate crimes.

The Residential Substance Abuse Treatment (RSAT) for State Prisoners Program assists states, local, and tribal governments in the development and implementation of substance abuse treatment programs in state, local, and tribal correctional and detention facilities.

This funding supports secure, AES-256 compliant law enforcement communications through upgraded radios and related equipment. The program enhances communication security, officer safety, and interoperability with public safety partners.

The Sex Offender Registration and Compliance Enforcement Program helps law enforcement agencies enforce Maryland's sex offender registration requirements through registration, compliance verification, and enforcement activities.

The Sexual Assault Kit Testing Grant Program will provide up to $3,500,000 in grant funding to the Maryland State Police and local law enforcement agencies to pay for the testing of sexual assault evidence collection kits (SAKs) by forensic laboratories. 

The Sexual Assault Services Program funds advocacy, accompaniment, and support services for sexual assault victims of all ages, their families, and others affected by the assault.

The Sexual Assault/Rape Crisis Grant Program supports local rape crisis centers that provide statewide services to victims of sexual assault. Funded services include 24-hour hotlines, counseling, medical accompaniment, and referrals to legal and other support resources.

The State Aid for Police Protection Fund provides formula-based state funding to help local and county police agencies cover operational costs, based on population, staffing, taxable income, and prior-year expenses.

This program is designed to assist State’s Attorney Offices (SAOs) in establishing or enhancing automated case management systems to improve the efficiency and effectiveness of case management through advanced technology solutions.

The STOP VAWA Program funds victim-centered law enforcement, prosecution, courts, and nonprofit service providers to prevent and respond to violence against women in Maryland. The program strengthens services for victims while supporting efforts to hold offenders accountable.

The Student Peer Mediation Program provides grants to Baltimore City schools and community organizations to establish peer mediation programs that help reduce juvenile violence.

The Survivors of Homicide Grant Program supports statewide services for homicide survivors, including victim advocacy, assistance, and coordinated justice system support. The program also helps ensure survivors can exercise their legal rights.

The Title II Formula (JJAC) funds support juvenile justice reform in Maryland by promoting developmentally appropriate approaches that emphasize accountability, fairness, family engagement, individualized services, alternatives to system involvement, and confinement only when necessary for public safety.

The Victims of Crime Act (VOCA) program funds services that help crime victims recover and navigate the criminal justice system. Supported services include crisis intervention, counseling, emergency transportation, temporary housing, advocacy, and other victim assistance.
