Maryland Violence Intervention and Prevention Advisory Council

Background

Chapter 148 of the Acts of 2018 - PDF established the Maryland Violence Intervention and Prevention Program (VIPP) Fund and the Maryland Violence Intervention and Prevention Advisory Council.

The Governor's Office of Crime Prevention and Policy administers the VIPP Fund in consultation with the Advisory Council. The Fund provides competitive grants to local governments and nonprofit organizations that implement evidence-based or evidence-informed violence prevention programs.

Advisory Council Responsibilities

The Advisory Council:

  • Advises the Executive Director on funding for evaluations of evidence-based and evidence-informed violence prevention programs supported by the Fund.
  • Provides guidance on the administration of the VIPP Fund.
  • Assists in developing application procedures for local governments and nonprofit organizations.
  • Assists in establishing procedures for distributing grant funding.
  • Develops funding eligibility guidelines.
  • Reviews and publishes reports on the effectiveness of community-based violence intervention and prevention programs that do not rely primarily on law enforcement suppression strategies.
  • Advises the Governor and the Executive Director on the implementation of gun violence prevention programs in Maryland.
  • Conducts its business through decisions approved by a majority vote.
