Baltimore City Criminal Justice Coordinating Council

Background

The Baltimore City Criminal Justice Coordinating Council (CJCC) was established through the Memorandum of Understanding Creating a Baltimore City Criminal Justice Coordinating Council, effective May 29, 2025.

The CJCC brings together leaders from Baltimore City, the Judiciary, and state and federal government agencies to identify criminal justice challenges, coordinate solutions, and improve collaboration across the justice system.

The Council promotes information sharing, collaborative problem-solving, strategic planning, and coordinated investment to address criminal justice issues efficiently and effectively. Its work is supported by executive-level leaders, members of the judiciary, and other public safety partners.

The CJCC serves in an advisory role. Although it does not have legal authority to direct changes to Baltimore City's criminal justice system, it helps advance improvements through collaboration and consensus among participating organizations.

Guiding Principles

The CJCC is guided by the following principles:

  • Promote a criminal justice system that is fair, just, and equitable.
  • Take a systems-based, strategic approach to problem-solving.
  • Encourage communication and information sharing.
  • Foster collaboration and build consensus.
  • Use data and research to inform decisions.
  • Support innovation and evidence-based practices.
  • Make the best use of available resources.
  • Keep the community informed.
  • Include diverse perspectives.
  • Promote transparency and accountability.

Membership

The CJCC shall have three Co-Chairs: the Mayor of the City of Baltimore, the Circuit Administrative Judge of the Circuit Court for Baltimore City, and the District Administrative Judge for the District Court of Maryland, District 1. 

Members of the CJCC include elected and appointed leaders of the City’s criminal justice system and comprise the voting body of the Council. Members include the following:
