GMS Access for New Applicant Organizations

First-Time Applicant Requirements

Your organization only needs to complete these steps once, when applying for a grant through the Grants Management System (GMS) for the first time.

You must complete all required steps before your organization can submit a grant application.

If your organization has previously applied for funding from the Governor's Office of Crime Prevention and Policy, you do not need to complete these steps again.

Required Documents

First-time applicants must submit the following documents to request access to the Grants Management System (GMS).

1. IRS Determination Letter

Submit the letter issued by the Internal Revenue Service (IRS) that assigns your organization its federal Employer Identification Number (EIN).

Important: W-9 forms are not accepted.

2. Letter on Official Organization Letterhead

Submit a letter on your organization's official letterhead. The letter must include all of the information below.

Organization Information

Provide the full legal name and contact information for:

  • The parent organization that will receive the grant funds.
  • The implementing organization, if its name or location differs from the parent organization.

For each organization, provide:

  • Street address
  • City
  • County
  • State
  • ZIP Code, including ZIP+4
  • Maryland Congressional District
  • Maryland Legislative District
  • Phone number
  • Fax number, if available
  • Email address
  • Website address

Grant Official Contact Information

Provide all required contact information from the GMS new user page for each of the following grant officials:

  • Authorized Official: The person legally authorized to accept grant funds on behalf of the organization. Examples include an executive director, president, chief of police, chief executive officer (CEO), mayor, town administrator, or county executive.
  • Project Director
  • Financial Officer
  • Civil Rights Contact

Include each person's name, title, organization, start date, mailing address, phone number, email address, and any other information required on the GMS new user page.

Clearly identify which grant official should receive GMS login credentials.

Grant Program

Provide the full name or four-digit acronym of the grant program for which your organization is applying.

Authorized Official's Signature

The organization's Authorized Official must sign the letter. Letters without the required signature will not be accepted.

Submit the Required Documents

Combine the required documents into a PDF file and email it to [email protected].

After receiving your documents, staff will review them for completeness and accuracy.

  • If all required information is complete, staff will begin entering your organization's information into the Grants Management System (GMS).
  • If information is missing or needs to be corrected, staff will contact you with instructions on what is needed.

Receiving Your GMS Login Credentials

Unless your letter identifies another grant official, Grants Management System (GMS) login credentials will be created for the Project Director and sent to the email address provided.

The following officials will be added to GMS as organization contacts but will not receive login credentials unless otherwise requested:

  • Authorized Official
  • Financial Officer
  • Civil Rights Contact
