Child Sex Trafficking Screening and Services Act Regional Navigator Program (RGNV)
Description
The purpose of the FY 2023 Child Sex Trafficking Screening and Services Act Regional Navigator Program Grant (RNPG-ARPA) grant funding is to expand programming projects in up to 14 additional jurisdictions. History
In FY 20, RNPG-VOCA NOFA, the Office conducted a pilot program in 3 jurisdictions to evaluate program development, effectiveness, and ways to improve the program for future funding opportunities. In FY 21, the program expanded by 7 additional jurisdictions, bringing the total navigator programs to 10 statewide. In FY 23, the Office received ARPA funds to expand to the 14 remaining jurisdictions without a regional navigator and to comply with the Child Sex Trafficking Screening and Services Act of 2019 - PDF.
In addition to the specific program components required by this funding opportunity, the Office advocates the utilization of evidence-based practices and consistent data collection in all of its grant programs. The law requires law enforcement agents and local Departments of Social Services who have reason to believe a child is a victim of sex trafficking to notify a Regional Navigator in their jurisdiction or region to obtain needed services for the child. 10 sites are currently operating in Anne Arundel, Baltimore City, Baltimore, Cecil, Frederick, Harford, Howard, Montgomery, Prince George’s, and Washington Counties.
This supports the Office’s objective of improving victim services for Maryland residents by identifying and establishing resources throughout the state to assist victims in achieving self-sufficiency, improving victim safety, and ensuring victims are aware of their rights and resources.
