Sequential Intercept Model (SIM) Mapping

In October 2022, the Centers of Excellence facilitated a SIM mapping workshop in Cecil County with stakeholders from the behavioral health and criminal legal systems. The workshop produced a SIM map (below) and an accompanying report, illustrating how adults with behavioral health needs may come into contact with and move through the criminal legal system.

Through the workshop, participants identified resources and gaps at each intercept. They also identified priorities for change in the county. Based on a voting process that allowed each participant three votes, the top three priorities included the following:

  • Establish a crisis center where individuals can be brought for evaluation, stabilization, and linkage to treatment providers and support services. 
  • Address the concerns of limited access to housing and the lack of a “one-stop shop” for housing assistance/support. 
  • Address the concern of limited mobile crisis staffing and capacity, especially during the overnight shift. Establish policies and procedures that would allow/direct 911 dispatchers to dispatch mobile crises in response to certain types of 911 calls.
