Sequential Intercept Model (SIM) Mapping
In May 2025, the Centers of Excellence facilitated a SIM mapping workshop in Frederick County with stakeholders from the behavioral health and criminal legal systems. The workshop produced a SIM map (below) and an accompanying report, illustrating how adults with behavioral health needs may come into contact with and move through the criminal justice system.
Through the workshop, participants identified resources and gaps at each intercept. They also identified priorities for change in the county. Based on a voting process that allowed each participant three votes, the top three priorities included the following:
- Increase access to and availability of safe, stable, and secure housing.
- Expand access to supports and services from rural to urban areas.
- Expand access to dual diagnosis services.
