Sequential Intercept Model (SIM) Mapping

In April 2025, the Centers of Excellence facilitated a SIM mapping workshop in Washington County with stakeholders from the behavioral health and criminal legal systems. The workshop produced a SIM map (below) and an accompanying report, illustrating how adults with behavioral health needs may come into contact with and move through the criminal legal system.

Through the workshop, participants identified resources and gaps at each intercept. They also identified priorities for change in the county. Based on a voting process that allowed each participant three votes, the top three priorities included the following:

  • Create a crisis stabilization center.
  • Expand transportation options.
  • Establish safe, accessible homeless shelter facilities.
