Sequential Intercept Model (SIM) Mapping
In April 2025, the Centers of Excellence facilitated a SIM mapping workshop in St. Mary’s County with stakeholders from the behavioral health and criminal legal systems. The workshop produced a SIM map (below) and an accompanying report, illustrating how adults with behavioral health needs may come into contact with and move through the criminal legal system.
Through the workshop, participants identified resources and gaps at each intercept. They also identified priorities for change in the county. Based on a voting process that allowed each participant three votes, the top three priorities included the following:
- Advocate for reform to support the repurposing of existing structures to fill critical community gaps.
- Increase collaboration and information sharing across the tri-county region.
- Streamline grants management to reduce the burden of applying, complying, and collaborating.
