Sequential Intercept Model (SIM) Mapping

In April 2021, the Substance Abuse and Mental Health Services Administration’s GAINS Center facilitated a workshop with behavioral health and criminal justice system stakeholders in Prince George’s County to develop a SIM map to illustrate how individuals with behavioral health needs come into contact with, and flow through, the criminal justice system. 

Below is a diagram (SIM map) of what an individual with behavioral health needs could experience when involved in the behavioral health and/or criminal legal system.

Through the workshop, participants identified resources and gaps at each intercept (or interaction with the criminal justice system). They also identified priorities for change in the county. Based on a voting process that allowed each participant three votes, the top three priorities included the following:

  • Increase crisis response capacity to include the creation of a co-responder program, enhance mobile crisis team capacity, establish CIT team, and plan for linkage to future stabilization services. 
  • Address the needs relating to complex housing. 
  • Address the limited number of mental health beds.
